Board of Trustees Briefs

The Austin Community College District Board of Trustees held regular meetings on Tuesday, Jan. 21, and Monday, Feb. 3, at Highland Business Center. Jan. 21 Regular Meeting

Adjunct Faculty Benefits

Board members discussed the impact of the federal Affordable Care Act on benefits eligibility for adjunct faculty. They received an overview of federal and state laws, as well as the estimated costs of different coverage levels. Any policy changes or budget implications will require a board decision. Trustees agreed to continue the discussion at future board meetings.

Investment Policy and Strategy Review

State law requires the board to annually review investment strategies and policies and record any changes. The board approved minor changes to current policy as recommended by the college investment committee.

P3 (Public-Private Partnership) Agreements

Board members unanimously approved a new policy (Board Policy G-11) for evaluating P3 agreements. P3 agreements are partnership agreements between public and private sector entities and can be used to finance capital improvements.

Feb. 3 Regular Meeting

December 2013 Financial Report

The college projects a $0.1 million budget surplus and an increase in net assets of about $1.3 million. Cash and investments are approximately $145 million, including $60 million in bond proceeds.

Compensation Consultant

The board unanimously approved Evergreen Solutions LLC to provide compensation consulting services at an estimated cost of $100,000 to $150,000 depending on the scope of services. The contract would be for six to eight months.

ACC Highland Update

College staff and RedLeaf Properties presented an update on the ACC Highland project including a proposed timeline for future development. Among the pending items:

• Additional work on roadways, infrastructure, and pedestrian walkways.

• Developing processes for determining street names.

• Establishing a property owners association.

• A water quality agreement with the City of Austin.

• Scheduling a ceremonial dedication.

ACCT/AACC Community College National Legislative Summit

An ACC delegation will attend the Association of Community College Trustees/American Association of Community Colleges National Legislative Summit. The college proposed that the board affirm ACC’s national legislative priorities including: maintaining and improving the Pell Grant program, enhancing the Carl D. Perkins Career and Technical Act, and increasing grants and restoring funding for higher education and training programs.

Resolutions Honoring Individuals Who Have Made a Significant Contribution to the ACC District

Per board policy, the college may consider and determine appropriate recognition for individuals who have made a significant contribution to the ACC District. Recognition may include various means, but may not include designation of facilities or any portion of a college facility in the name of an individual. The board proposed adopting a process to create resolutions for honoring individuals who have made significant contributions to the college.
