In accordance with a federal law enacted by Congress in 1986 and signed by President Ronald Reagan, Austin Community College and the Austin Hilton Hotel joined in a program offering free citizenship classes to immigrants who had been living and working in the United States illegally since 1982 in order for them to obtain an amnesty card and ultimately U.S. citizenship. The classes, held in the evenings at the Austin Hilton Hotel, were free to any Austin hotel worker. The immigrants were eligible for citizenship when they completed a program of 60 hours of English, United States history, and U.S. government.
