After all, he had been a Michigan state legislator earlier in his career and understood how to run a political campaign. But many others helped too, and that made a critical difference. State Representative Wilhelmina Delco and State Senator Gonzalo Barrientos endorsed the initiative. Local consultant Peck Young designed a plan targeting businesses, especially those that relied on ACC&#8217;s workforce training programs.<\/p>\n<div style=\"width: 648px;\" class=\"wp-video\"><video class=\"wp-video-shortcode\" id=\"video-549-1\" width=\"648\" height=\"486\" preload=\"metadata\" controls=\"controls\"><source type=\"video\/mp4\" src=\"https:\/\/sites.austincc.edu\/acchistory\/wp-content\/uploads\/sites\/19\/2017\/02\/angelsplit1.mp4?_=1\" \/><a href=\"https:\/\/sites.austincc.edu\/acchistory\/wp-content\/uploads\/sites\/19\/2017\/02\/angelsplit1.mp4\">https:\/\/sites.austincc.edu\/acchistory\/wp-content\/uploads\/sites\/19\/2017\/02\/angelsplit1.mp4<\/a><\/video><\/div>\n<p>But the College community jumped into the effort big-time, contributing money, operating telephones, distributing yard signs, and greeting voters at the polling places. Their message was simple but effective. &#8220;We&#8217;re only asking for a nickel.&#8221;<\/p>\n<div style=\"width: 648px;\" class=\"wp-video\"><video class=\"wp-video-shortcode\" id=\"video-549-2\" width=\"648\" height=\"486\" preload=\"metadata\" controls=\"controls\"><source type=\"video\/mp4\" src=\"https:\/\/sites.austincc.edu\/acchistory\/wp-content\/uploads\/sites\/19\/2017\/02\/angelsplit2-1.mp4?_=2\" \/><a href=\"https:\/\/sites.austincc.edu\/acchistory\/wp-content\/uploads\/sites\/19\/2017\/02\/angelsplit2-1.mp4\">https:\/\/sites.austincc.edu\/acchistory\/wp-content\/uploads\/sites\/19\/2017\/02\/angelsplit2-1.mp4<\/a><\/video><\/div>\n<p>Opponents mounted a vigorous campaign too, appealing to a strong anti-tax sentiment in the city, especially among elderly citizens with fixed or limited incomes. Local businessman Jay Johnson chaired an organization called &#8220;Stop Taxing Our Property&#8221; that urged opposition voters to turn out on election day. They employed a misleading argument that ACC&#8217;s founders had promised that the school would never ask for tax support.<\/p>\n<p>Johnson thought a big turnout would benefit the opposition&#8211;at least 40,000 voters. In the end, however, only 34,421 voters cast ballots. Advantage ACC. Board Chairman Royce Faulkner declared the outcome a &#8220;great victory for our community.&#8221; Dan Angel was both ecstatic and greatly relieved.<\/p>\n<div style=\"width: 648px;\" class=\"wp-video\"><video class=\"wp-video-shortcode\" id=\"video-549-3\" width=\"648\" height=\"486\" preload=\"metadata\" controls=\"controls\"><source type=\"video\/mp4\" src=\"https:\/\/sites.austincc.edu\/acchistory\/wp-content\/uploads\/sites\/19\/2017\/02\/angelsplit3.mp4?_=3\" \/><a href=\"https:\/\/sites.austincc.edu\/acchistory\/wp-content\/uploads\/sites\/19\/2017\/02\/angelsplit3.mp4\">https:\/\/sites.austincc.edu\/acchistory\/wp-content\/uploads\/sites\/19\/2017\/02\/angelsplit3.mp4<\/a><\/video><\/div>\n","protected":false},"excerpt":{"rendered":"<p>In a stunning turnaround from the tax-election defeat five years before, voters granted taxing authority to Austin Community College. \u00a0The margin of victory, 54.2 percent for and 45.8 percent against, didn&#8217;t exactly resemble a landslide, but it was big! ACC was the only public community college in Texas that did not enjoy financial support from its local community, and the Legislature had threatened to withhold state funding if the property-owners in ACC&#8217;s district didn&#8217;t pitch in with local tax revenue. Without state funding, ACC would have been greatly diminished or perhaps forced to increase tuition and fees to unaffordable levels for many students. By election day, a majority of the voters agreed that Austin Community College was worth 5 cents per year for every $100 worth of real property they owned, even as the state&#8217;s petroleum-based economy struggled through a major slump.
