What is the requirement?
Under Senate Bill 1107, the State of Texas now requires all students under age 30 who are new to college, or returning after a leave of one full semester, to either:
- Receive a vaccination against bacterial meningitis.
- Decline the immunization at least 10 days before attending class.
Who is affected by the law?
- Students under age 30 who are new to ACC, or returning to ACC after a leave of one full semester.
- Students transferring to ACC from another college.
Who is exempt from the law?
- Students who are age 30 or older by the first class day they intend to enroll.
- Students who are under age 30 and attended ACC in fall 2011.
I withdrew from my fall 2011 class. Am I still exempt?
You are considered a current student and exempt from the law if you were enrolled in your class on the official reporting date (Sept. 7 for 16-week classes in fall 2011).
I only take online courses – does this requirement affect me?
Yes. ACC’s online classes are not separate from in-class instruction; so online-only students under 30 must meet the same requirement as all students.
I am uninsured or underinsured – where can I get the shot?
County Health Departments will provide affordable vaccinations to uninsured and underinsured students. Find a listing of these locations on the ACC immunization information page.
Can I decline the vaccination?
Yes. Students may decline the vaccination for medical or conscientious reasons. You must provide official documents in order to decline the vaccination. For more information about how to decline the vaccination, visit the ACC immunization information page.
How do I submit my meningitis information?
Magnus Health, a student medical record system, is verifying documents for ACC. Students must log in to the Magnus Health Portal to submit their documentation directly to Magnus Health. For detailed instructions on how to do this, check your ACCmail for login information from Magnus Health or contact customer support at (877) 461.6831 or [email protected].
Can I bring my documentation directly to an ACC office?
No. ACC does not directly handle or keep your vaccination records. You must submit your documentation directly to Magnus Health.

I see that withdrawing does not count against you if you were enrolled on the official reporting date but I received an e-mail saying I wasn’t exempt. According to the listed requirements I am exempt. Can I disregard this e-mail?

My husband and I were in a class Fall 2011. The FAQs say that if you were in class on September 7th you are exempt, we didn’t drop the class until October 17th. Since we are exempt, are there any form(s) we need to submit saying we are exempt? All I see are answers to if you want to decline. I just don’t want to be dropped from our Spring 2012 class.

I have not received a email from Magnus Health. I contacted them, provided them my information, and they said I was not in they’re system. They also informed me that I’m supposed to wait until I received a email from ACC. Are you under 30?
Have you registered for spring 2012 classes?
Did you NOT attend ACC in fall 2011?
Did you check your ACCmail account for an official notice with username and password?
If you answered YES to all four questions, contact the ACC Help Desk at (512) 223.4636 for assistance. While you work to set up the account, it’s very important that you take steps immediately to –
Get the shot;
See a physician for a medical waiver; or
Visit the Texas Department of State Health Services website to request an conscientious objection form – this takes the most time, so don’t delay.

Wow this is really disappointing. I’m a returning student coming back for Spring semester and after just having activated my ACC email, I find that I am required to get this vaccine. Well, after hearing stories of some well-educated pharmacists who wouldn’t let anyone in their family get a vaccine due to the various health risks they can pose, I decided that I would conscientiously object to getting this.
I find that to do that, I have to wait 2 WEEKS for a form to be mailed to me (If it doesn’t get lost in the mail or never sent), fill out the form, get it NOTARIZED (really??), and then mail it back. Now there is NO reason this all couldn’t have been done through an online system similar to that used to submit proof of vaccination. It really reeks of foul intentions. Make it really inconvenient for the objector and they’ll be more likely to just give up. Maybe. I’ll just give the state health department the benefit of the doubt for the time being.
I’m not typically the tin foil hat or big brother is out to get you kind of person, but these vaccinations don’t seem right to me. How severe is this outbreak of meningitis? From what I’m reading it’s pretty hard to get unless you don’t practice good hygiene or if you’re swapping saliva with someone who has it. I personally won’t be getting one of these vaccines. I’m not even going to be visiting campus much since I’m taking online classes next semester anyways. I’m a little worried that I’m going to be dropped from my classes though since I just submitted the request for the conscientious objection form to be mailed to me today. Is this going to be the case? I hope not.

Steven, the state’s meningitis law gives you the right to decline the vaccine for medical reasons or conscientious objection. If you are seeing either exemption, it’s important that you go online immediately and activate your Magnus Health account if you plan to attend ACC in spring. This lets us know that you are working to meet the requirement.

Brittany and Brie, if you dropped after the reporting date and have all “W’s†on their record, you will not be obligated and are allowed to enroll without the immunization. That remains true until you stop out for a long (fall or spring) semester. I’ve passed on your info and someone will be contacting you to correct the error.

Ashton, this law doesn’t apply to all students. You would be exempt from the law if you attended ACC last fall or are over 30 years of age.

The State of Texas has been in violation of its own law, as the Department of Health is REQUIRED to provide the form for exemption for conscientious objection. The ONLY form available is FOR the PARENT of A CHILD and NO NOTARY IN THE STATE OF TEXAS will NOTARIZE this form as it specifically requires a PARENT OR LEGAL GUARDIAN to sign for A CHILD. No notary will allow an individual to sign this form as if they are the parent of themselves a child. So even after waiting 2 weeks for the form, it is not acceptable for an adult and requires and adult to ask a Parent to have it notarized. Our inept Health Department did not have legal counsel review the form. I have contacted my state representative, who worked to contact the Health Department, which told her they are making a form available for all adults, but I still have not been contacted by the Health Department to receive the form FOR AN ADULT EXEMPTION. If there is an attorney out there interested in a class action suit against the State of Texas, count me in.

The registration deadline is soon, so register now to ensure you get the classes you want. After registering, you will get an ACCmail within 24 hours alerting you to a Magnus Health account set up for you to submit your vaccination form.

Kathy, students under age 30 are mandated to comply under state law, but many other students choose to be immunized. Your personal physician or other healthcare provider is best able to advise you on whether to obtain the vaccine.

I SHOULD be exempt because I am under 30 AND I was enrolled this past fall, 2011, at ACC and I am enrolled for Spring 2012 classes… HOWEVER, Magnus keeps emailing me that I need to complete my health tracker and that my meningitis immunization is due Monday, January 8… I believe this is an error. Who should I contact to correct this?

My exemption form was notarized on January 3rd and will arrive to Mangus today. Even though my form met the 10 day deadline before first class day Mangus cannot guarantee they will process my paperwork in time today before the ACC stipulated January 8 (Sunday) deadline. Their offices won’t reopen until Monday, Jan. 9th.
My question is what will happen to my registration (I’m already registered and paid for Spring 2011) if Mangus doesn’t update my account with the ACC stipulated deadline on my Mangus account until Monday morning?

The bill states that this “does NOT apply to a student of a institution who is enrolled only in online or other distance education courses” (section B). Also, as I read it, students who were enrolled in another institution in Fall 2011 and are transferring to another one (ACC in this case) for the Spring are exempt (Section B, 2). Will ACC follow these guidelines?

A couple of questions…
How current does the shot have to be?
What if I’m unable to get the shot before the first day of class? Will my classes be dropped? I just got the letter in the mail. I’m having difficulty making an appointment to get the shot. Every place I’ve called can’t see me until next week (when class starts). I cannot make an appointment between the hours of 7-3 Monday through Friday because of work. I cannot be late to work nor can I leave early. Is there a clinic at a campus that i would be able to go to?

I was wondering if I turn 30 years old after classes start do I still have to get the vaccination? There are so many questions and not enough answers. I have been reading other comments and I did not even know that the vaccination had to be done by January 7th,2012. That is really not called for because I have been asking questions since last semester. Nobody knew the answers. I have been trying to prepare for this since last year. This is really unfair to the students who are trying to be on top of everything and have to worry about a vaccination. I was told that it applied to students 30 years old and younger. The wording is a little confusing. So does it apply to students under 30 years of age only or what? I read that on the website. The staff are saying other things. Who knows the right answers and who knows what they are talking about. I want the right answers.

Jackson, if you turn 30 before the first class day, you are exempt. Since your birthday falls after that date, you need to either submit the paperwork showing you’ve obtained or declined the vaccination.

How do I get access to these forms you are referring to? I have looked and read the email I received. I have clicked on every link in the email. I see no forms ,but the forms they have to mail out to you then you bring them up to the school. Are those the only forms that I need to bring to admissions? I am a little lost because of what other students are saying and what you are saying. The website is saying that is the only way. I just am double checking. I am waiting on my affidavit form from the state. Then I have to get it notarized and then mailed to Magnus. I didn’t expect this process to be so lengthy. If I can’t get it completed by January 17th will I be dropped from my class? Mind you my class doesn’t start until March. All I want to do is simply object. But with it being snail mail and all and the state being involved that makes it almost a month long process.

I received a meningitis shot in 2004 prior to attending school at UTSA–my doctor has informed me that i do not need to get another one, i have not be contacted by Magnus for anything…I have a shot record proving that i already got this, does this make me exempt, since i already got this sot?

Katherine, vaccinations must be no older than five years, so you would need to repeat or decline the vaccination if you are affected by the law. They are other exemptions. See the immunization information page for more details.

I just opened my email account for the first time and it tells me I am being forced to get this shot or wait a month to decline it. I smell Foul Play, I have never recieved a letter or intent from ACC to make me aware of getting this shot. You need to reply asap

Like, A Boyett, I was a registered student in Fall 2011 and was told by Magnus Health my file was incomplete. I went ahead and got the vaccination anyway and uploaded the required documents.
However, one of my classes i’m enrolled in for the Spring isn’t showing. Can you think of any reason for this?

Rebecca, no students have been dropped from classes because of the meningitis rule. If you don’t see your class listed in your Online Services account, check if the class is listed under canceled sections or whether you were dropped for missing a tuition payment deadline.

You’re over age 30. You don’t have to get it.

I am really late to submit my forms because i never got enough free time to do so and I have already paid for my class. I got my schedule and my class but i don’t know if they are going to drop my class or not i need to know

Waseem, you won’t be dropped from class, but you must still complete the requirement.

I was a student in Fall 2011, but I am not enrolled this semester, do I have to get the shot despite the fact I was enrolled in Fall 2011?

Thank you for your generous response to my previous posting. So I finally received my exemption for reasons of conscience form from the state. The problem is it’s for a parent to sign and have notarized. This is all that is available on the link provided on this page.
What am I supposed to do with this? Should I sign it as myself as though I am my own legal guardian?

You are correct, Steven. You sign yourself as your parent/guardian and submit the documents to your Magnus Health for verification.
