Contract Authorization for Digital Twin Platform and Data Integration

The Board unanimously authorized ACC administration to execute a contract with Resource Integrators to initiate development of a digital twin platform. The platform would provide a single, shared system that allows employees and students across the College to access the same information at the same time, supported by technology that is now available to deliver real-time insights.

The platform will use real-time student data to identify concerns earlier and better support student success. The initial phase would focus on integrating key systems, including the Student Information System (SIS), Learning Management System (LMS), and advising platforms. The work would be supported through a three-year grant, with an initial version of the digital twin expected to be implemented by spring 2027.

Reviewing Hourly Employees

During the work session, the Board heard an update on the role of hourly employees at ACC. At ACC, “hourly” refers to temporary roles designed to provide flexibility and align staffing with operational and student needs. These assignments are structured not to exceed 19 hours per week and are most commonly used in instructional support, interpreting services, tutoring, and student employment. ACC currently has 2,468 individuals in the system across 3,349 authorized hourly positions, including 647 individuals serving in multiple roles. However, only about 1,500 of these employees are actually working and receiving pay at any point in time since many of these positions reflect semester-based roles, specialized assignments, or jobs distributed across multiple campuses. These positions allow the College to align staffing with student needs, placing support where and when it’s needed.

ACC leaders are conducting a structured review of hourly staff roles to strengthen governance, clarify expectations, and ensure alignment with institutional priorities. This includes improving visibility, establishing clearer guardrails, and evaluating the temporary workforce to determine which roles are best maintained as temporary assignments or supported through other staffing models.

This review reflects ACC’s continued commitment to responsible stewardship, fiscal discipline, and fair, transparent employment practices.
