
Public hearing scheduled for July 16, 2026, in Pflugerville
The Austin Community College District (ACC) Board of Trustees unanimously accepted a petition from residents living within the territory covered by Pflugerville ISD (PfISD) seeking to place an ACC annexation item on the ballot this November. The Board voted to begin the annexation process during a special meeting on Monday, June 15, 2026.
Community members seeking annexation were required to collect signatures from at least five percent of registered voters living within the proposed territory, as required by the Texas Education Code. As of the prior general election, the community needed to submit 3,988 signatures. Community members submitted 5,483 signatures, and the College validated that the petition effort surpassed the threshold.
Proposed Service Plan
As a part of initiating the annexation effort, the ACC Board authorized the publication of an informational Service Plan for the area to be annexed. This plan outlines the programs, services, and benefits that would become available to residents living within the Pflugerville ISD enrollment boundaries if voters choose to join the ACC District. It also includes information about property tax rates and exemptions that would apply should the community annex itself into the College taxing district.
The proposed plan includes:
- In-district tuition and fees for all residents living within the PfISD boundaries.
- Expanded collaboration with Pflugerville ISD to develop Career Academies in Health Sciences, Advanced Manufacturing, and Skilled Trades.
- Partnership with the district’s new Career and Technical Education (CTE) facility to expand dual credit, workforce credentials, and career-connected learning opportunities.
- Access to ACC’s four bachelor’s degree programs in Nursing, Cybersecurity, Software Development, and Advanced Manufacturing.
- Future consideration of additional ACC facilities within the Pflugerville area as community educational and workforce needs continue to grow.
- Expanded workforce training and economic development support for local employers and businesses.
- Tuition savings and Free Tuition benefits.
If annexation is approved, residents would immediately qualify for ACC’s in-district tuition and fee rate of $85 per credit hour. Students who live outside the ACC District currently pay $286 per credit hour, including a $201 out-of-district fee. A student completing 60 credit hours currently pays approximately $5,100 at the in-district rate compared with $17,160 at the out-of-district rate.
Recent high school graduates and GED® completers living within Pflugerville ISD are already eligible for ACC’s Free Tuition Program. However, because Pflugerville ISD currently sits outside the ACC taxing district, students remain responsible for the $201-per-credit-hour out-of-district fee.
Services Available to Residents
Residents also receive access to more comprehensive programs and services, including:
- ACC student support services, including advising, admissions and records, academic counseling, career counseling, financial aid, and student life.
- ACC customized training to assist businesses and organizations in their employee training.
- ACC degrees and/or certificates in transfer, career pathways, and Continuing Education.
- ACC support programs such as English-as-a Second Language (ESL), GED®, and Adult Basic Education offerings to prepare people for entering college credit programs.
- Credit or noncredit entry-level, and reentry job-training programs at ACC that can be completed in one year or less.
- Eligibility to vote in elections of the ACC governing Board of Trustees.
- Eligibility to run for the ACC governing Board of Trustees.
ACC’s current property tax rate is $0.1034 per $100 of assessed valuation.
ACC provides a homestead exemption of the greater of 1% or $5,000. Senior citizens and homeowners with disabilities receive an additional $75,000 exemption, for a total exemption of $80,000.
The College also maintains a tax ceiling for seniors and homeowners with disabilities and freezes ACC taxes at the amount paid when they first qualify for the exemption.

Public Hearing Scheduled
Residents living within the Pflugerville ISD may learn more about the annexation proposal and provide input on the proposed service plan at a public hearing hosted by the ACC Board of Trustees on Thursday, July 16, 2026.

The hearing will be livestreamed on the College’s website and will be rebroadcast on ACCTV.
While ACC encourages communities to explore the benefits and costs of joining the district, the College does not advocate for or against any such initiative. The law does allow the College to respond to questions and provide facts about annexation; however, the decision on whether to join the ACC District rests solely with the voters within those territories.
