Over the weekend, several priority bills with direct implications for Austin Community College District (ACC) received final approval.<\/p>\n<p>On Saturday, Governor Greg Abbott signed&nbsp;<a href=\"https:\/\/capitol.texas.gov\/BillLookup\/history.aspx?LegSess=89R&amp;Bill=SB1786\" target=\"_blank\" rel=\"noopener\"><strong>Senate Bill (SB) 1191<\/strong><\/a>, which requires school districts to award equal weight and numeric conversion for grades earned in dual credit, Advanced Placement (AP), International Baccalaureate, and OnRamps courses. ACC provided testimony on the bill this session and&nbsp;<a href=\"https:\/\/infohub.austincc.edu\/blog\/2025\/06\/05\/acc-partners-work-together-to-revive-dual-credit-legislation\/\" target=\"_blank\" rel=\"noopener\"><strong>did a lot of work behind the scenes to help pass it<\/strong><\/a>.<\/p>\n<p>The new law directs the Texas Education Agency (TEA) to develop a standard method for computing grade point averages (GPAs) across all forms of advanced academics. It will go into effect later this year.<\/p>\n<p>Other legislation ACC was following that received Abbott\u2019s approval over the weekend included:<\/p>\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/capitol.texas.gov\/BillLookup\/History.aspx?LegSess=89R&amp;Bill=HB120\" target=\"_blank\" rel=\"noopener\"><strong>HB 120 \u2013 Career and Technical Education Pathway Expansion<\/strong><\/a><strong>:<\/strong>\u00a0Gives Pathways in Technology Early College High School (P-TECH) and Rural Pathway Excellence Partnership (R-PEP) students access to Financial Aid for Swift Transfer (FAST) eligibility and creates a statewide advising program for career and education planning.<\/li>\n<li><a href=\"https:\/\/capitol.texas.gov\/BillLookup\/History.aspx?LegSess=89R&amp;Bill=HB2768\" target=\"_blank\" rel=\"noopener\"><strong>HB 2768 \u2013 State Agency IT Credentials<\/strong><\/a><strong>:<\/strong>\u00a0Allows state agencies to partner with community colleges on Information Technology (IT) apprenticeship credentials to address state workforce shortages.\u00a0<\/li>\n<li><a href=\"https:\/\/capitol.texas.gov\/BillLookup\/History.aspx?LegSess=89R&amp;Bill=HB2856\" target=\"_blank\" rel=\"noopener\"><strong>HB 2856 \u2013 Nursing Clinical Rotation Slots<\/strong><\/a><strong>:<\/strong>\u00a0Directs the Higher Education Coordinating Board (THECB) to study how regional portals for reserving clinical rotations at health care facilities can be created.<\/li>\n<li><a href=\"https:\/\/capitol.texas.gov\/BillLookup\/History.aspx?LegSess=89R&amp;Bill=SB37\" target=\"_blank\" rel=\"noopener\"><strong>SB 37 \u2013 Higher Education Governance<\/strong><\/a><strong>:<\/strong>\u00a0Gives institutional governing boards more control over faculty senates while also creating a state-level committee charged with reviewing curriculum requirements and a new state office with the power to investigate complaints.<\/li>\n<li><a href=\"https:\/\/capitol.texas.gov\/BillLookup\/History.aspx?LegSess=89R&amp;Bill=SB365\" target=\"_blank\" rel=\"noopener\"><strong>SB 365 \u2013 Academic Fresh Start<\/strong><\/a><strong>:\u00a0<\/strong>Allows institutions to waive previous academic records for college courses taken more than five years before a Texas resident re-enrolls as an undergraduate student.<\/li>\n<li><a href=\"https:\/\/capitol.texas.gov\/BillLookup\/History.aspx?LegSess=89R&amp;Bill=SB530\" target=\"_blank\" rel=\"noopener\"><strong>SB 530 \u2013 Accreditation Flexibility<\/strong><\/a><strong>:<\/strong>\u00a0Removes the Southern Association of Colleges and Schools (SACS) as the only recognized accrediting agency in statute and directs THECB to vet additional accreditors.<\/li>\n<li><a href=\"https:\/\/capitol.texas.gov\/BillLookup\/History.aspx?LegSess=89R&amp;Bill=SB769\" target=\"_blank\" rel=\"noopener\"><strong>SB 769 \u2013 Reporting on Students with Disabilities<\/strong><\/a><strong>:<\/strong>\u00a0Directs THECB to study disabled student enrollment and recommend services and accommodations for improving student success.\u00a0<\/li>\n<li><a href=\"https:\/\/capitol.texas.gov\/BillLookup\/History.aspx?LegSess=89R&amp;Bill=SB1786\" target=\"_blank\" rel=\"noopener\"><strong>SB 1786 \u2013 HB 8 Updates<\/strong><\/a><strong>:<\/strong>\u00a0Expands eligibility for free dual credit courses, tightens the definition of \u201ccredentials of value,\u201d and includes students transferring to private institutions as a fundable outcome under\u00a0<a href=\"https:\/\/capitol.texas.gov\/BillLookup\/History.aspx?LegSess=88R&amp;Bill=HB8\" target=\"_blank\" rel=\"noopener\"><strong>HB 8 (88th Regular Legislative Session)<\/strong><\/a>.<\/li>\n<li><a href=\"https:\/\/capitol.texas.gov\/BillLookup\/History.aspx?LegSess=89R&amp;Bill=SB2615\" target=\"_blank\" rel=\"noopener\"><strong>SB 2615 \u2013 Limitations on Remote Work<\/strong><\/a><strong>:<\/strong>\u00a0Prohibits telework among employees at public colleges and universities unless they have an illness\/medical issue, are in a non-teaching position, or are teaching distance education or dual credit classes.<\/li>\n<li><a href=\"https:\/\/capitol.texas.gov\/BillLookup\/History.aspx?LegSess=89R&amp;Bill=SB2786\" target=\"_blank\" rel=\"noopener\"><strong>SB 2786 \u2013 TSI Exemptions for First Responders<\/strong><\/a><strong>:<\/strong>\u00a0Exempts certified medical technicians, peace officers, and fire protection personnel from Texas Success Initiative (TSI) assessment requirements.<\/li>\n<li><a href=\"https:\/\/capitol.texas.gov\/BillLookup\/History.aspx?LegSess=89R&amp;Bill=SB2972\" target=\"_blank\" rel=\"noopener\"><strong>SB 2972 \u2013 Campus Free Speech<\/strong><\/a><strong>:<\/strong>\u00a0Limits speech protections in common outdoor areas to enrolled students and employees while also placing further restrictions on the use of amplified sound, masks, and tents.<\/li>\n<li><a href=\"https:\/\/capitol.texas.gov\/BillLookup\/History.aspx?LegSess=89R&amp;Bill=SB3039\" target=\"_blank\" rel=\"noopener\"><strong>SB 3039 \u2013 Transfer Student Reports and Liaisons<\/strong><\/a><strong>:<\/strong>\u00a0Requires community colleges to designate a transfer liaison and submit a report on courses taken by students transferring to four-year institutions or graduating with an associate degree.<\/li>\n<\/ul>\n<h3 class=\"wp-block-heading\">Special Session<\/h3>\n<p>Abbott has used his power to call a special session on specific topics to reconvene legislators for an additional 30 days beginning July 21.
