Madan Gopal, Ph.D.
Dr. Madan Gopal is the Chief Data Architect in IT at Texas Health and Human Services Commission, overseeing Data Management, Analytics and Sharing across both HHSC and the Public Health DSHS Agencies.
He has 30 years of experience in engineering and information technologies, 20 of which have been spent in Public Health as well as Contracted and Direct Health Services across 3 states – Ohio, Arizona and Texas.
In 2008-2010 he served on the Certification Commission for Health Information Technology (CCHIT) National Health Information Exchange panel and in 2011-2012, he served on the Center for Disease Control’s National HIT interoperability infrastructure expert panel. He also led a HL7 initiative for Behavioral Health data exchange standards, in collaboration with SAMHSA and the Community-Based Collaborative Care committee at HL7. He completed a CDC Health Informatics 10×10 fellowship at the Oregon Health Sciences University.
He has led extensive health systems modernization efforts starting in the post 9/11 period and then in the Pandemic (Avian, SARS, Ebola and COVID-19) era. In 2013 he led a cloud implementation effort as Chief Technology Officer for Texas Department of State Health Services, which became the largest public sector implementation in the Country. During COVID- 19 he led the Public Health data response IT initiative, and successfully created the State Health Analytics and Reporting Platform (SHARP) which has won multiple awards and has become the first of its kind statewide analytics and reporting collaboration platform in the country. He is currently leading a Cloud-based Client 360 Continuum of Care Analytics effort and has successfully implemented Texas’ first Medicaid Health Information Exchange analytics platform with over 200 hospitals reporting Emergency Discharge information which is mapped to the Nationally adopted Observational Medical Outcomes Partnership (OMOP) Common Data Model.
He is currently leading several pilot efforts on the evaluation of Generative AI technologies for Analytics and Data Governance to create Knowledge Bases and avoid data and reporting conflicts across many data silos Dr. Gopal has a Ph.D. in Chemical Engineering with 30 publications and 2 patents in signal processing.
